The longstanding partnership between Legacy Health and Regence BlueCross BlueShield has officially dissolved, plunging a significant portion of Oregon and Washington patients into uncertainty. The two organizations failed to reach a new contract agreement, primarily due to disputes over reimbursement rates for medical services. The previous contract expired, making Legacy Health facilities and providers out-of-network for most Regence members.
This development impacts tens of thousands of individuals, families, and employers who rely on Regence insurance. Patients are now facing the prospect of substantially higher out-of-pocket costs for care at Legacy’s six hospitals, including its flagship Randall Children’s Hospital, and numerous clinics and specialty centers. Emergency care will still be covered at in-network levels, but all non-emergency services are affected.
The core of the dispute centers on financial terms. Legacy Health contends that Regence’s proposed rates are insufficient to cover the rising costs of providing care, including competitive wages for staff and investments in technology. Regence officials have stated that Legacy’s demands were unreasonable and would lead to increased premiums for all members. Both sides have expressed disappointment at the impasse, each blaming the other for the breakdown in negotiations.
For now, Regence members are advised to contact their insurer to understand their specific coverage options and potential costs. Patients with scheduled appointments or ongoing treatments at Legacy facilities are urged to explore alternatives with in-network providers or seek cost estimates for continuing their care. The two organizations have not indicated if or when talks might resume, leaving the future of this critical healthcare relationship in doubt.
